History:	Framed, bust view of subject facing to the viewer's left. Subject is wearing a dark suit, white shirt with a stand-up collar and white tie. Subject has a moustache and goatee. Portrait is signed "Chas. Hoover" in lower left corner. Portrait painted in Washington D.C. while Evans served as Commissioner of Pensions. Portrait was given to the State by his daughter, Mrs. J. W. Johnson Oct. 18, 1938.
Notes:	Henry Clay Evans (1843 - 1921) was born in Juniata County, PA. He was a private in Company A, 41st Wisconsin Volunteer Infantry, stationed in Chattanooga. After the Civil War he returned to Chattanooga and was twice elected Mayor. He served in the U.S. Congress (1889 - 1891), organized the Public School system of Chattanooga and served as the first School Commissioner. He served as first assistant Postmaster General, Commissioner of Pensions (1897 - 1902), U.S. Consul General to Great Britain (1902 - 1905), and ran for TN Governor against Peter Turney in 1894.
