History:

This portrait was painted by Miss Eleanor Wiley of Knoxville, TN. It was donated to the State by her family and presented by Mrs. J. Seiler, her great niece, in a ceremony at the Capital in 1946.
Notes: Samuel Powhatan Carter (1819-1891) was born in Carter County, TN. He served in the Mexican War and led forces in East TN during the Civil War. He was the first Tennessean to graduate from the Naval Academy and the only person to attain the rank of Rear Admiral in the Navy and General in the Army.
